
The EUVP is a study programme for young leaders from countries outside the European Union. EUVP participants are invited to visit the EU in order to gain a first-hand appreciation of its goals and policies, and to discuss matters of mutual interest with Members of the European Parliament and officials of the EU Institutions, as well as with representatives of European associations, NGO’s, etc.
The EUVP, established in 1974 by the European Parliament and the European Commission, is jointly financed and administered by the two institutions. Through the EUVP the EU hopes to bring about a better understanding with peoples from different parts of the world.
An EUVP grant is normally valid for a maximum of 5 working days, enabling the recipient to visit Brussels (and, where appropriate, Luxembourg). A limited number of EUVP participants is invited to attend a session of the European Parliament in Strasbourg, in which case their study-tour is extended to a maximum of 8 working days.Travel and subsistence costs are met by the EUVP.
Those eligible to participate in the EUVP include young politicians, government officials, representatives of the media (television, radio, newspapers), trades unionists, academics, etc., and in particular opinion-formers. Participants are normally required to have completed their university education or equivalent training and to have been in employment for several years. In general, participants are selected from within the 25-45 age group.
Selection of EUVP participants is made by a Committee (under the present co-chairmanship of the Vice-President of the European Parliament, and a Member of the European Commission), from a short-list drawn up by the External Delegations of the European Commission in the third countries concerned.
Delegations nominate participants on the basis of recommendation and personal application. Personal applications should, therefore, be addressed to the appropriate EC Delegation (for the attention of the EUVP Liaison Officer).
