
This Call for Proposals implements the EP Pilot Project "A European public sphere: a new online media offer for young Europeans". The call seeks to bring the EU closer to young people, encourage them to become active citizens, and connect them across borders.
Objective
The action aims to engage with young Europeans by creating curated online spaces that gather thought-provoking content around current affairs, empowering them to compare perspectives from across Europe and discuss and discover how their interests link to the interests of young Europeans in other Member States, and to relevant EU initiatives.
Eligibility
Eligible applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the EU Member States (including overseas countries and territories (OCTs).
Proposals may be submitted by any of the following applicants or combinations of:
- News media organisations
- Non profit organisations, including youth organisations (private or public).
Proposals must be submitted by a consortium of at least 5 applicants from 5 different EU Member States.
Associated partners, if any, are considered third parties. They are not applicants, not part of the consortium, and hence do not count for the minimum number of applicants.

Accessible, Multi-Lingual Information: Engaging youth content online.
Daily, Cross-Border Dialogue: Diverse perspectives on current affairs.
Clearer EU Decision-Making: Increased awareness.
Inclusive Pan-European Exchange: Engaging discussions and events.
Empowered Youth Participation: Diverse engagement, especially for underrepresented groups.
Funding
The Commission expects to fund up to 4 proposals, with a maximum grant set at €3.2 million per project. The maximum rate of co-financing is 80% of eligible costs, applicants may propose a lower co-funding rate.
Duration of projects
Projects should start on 1 October, 1 November or 1
December 2025 for an indicative duration of 12 to 14 months.
